Capability 1: Initial/Ad hoc
Ad hoc, inconsistent, and even chaotic processes. Defined processes, to the extent that they exist at all, are summarily abandoned during a crisis. Success depends on individual effort, talent, and heroics. Heroes eventually move on to other projects, taking knowledge with them.
Capability 2: Repeatable
Basic and consistent project management processes are established to track cost, schedule, and functionality. Discipline is in place to repeat earlier successes on projects with similar applications, however, actual performance varies from project to project.
Capability 3: Defined
Both management and engineering activities are documented and integrated into a standard across the organization. Projects use an approved, tailored version of the standard for developing deliverables. Consistent practices minimize the learning curve for new teams and projects.
Capability 4: Managed
Detailed measurements of process and product quality collected throughout the organization drive strategic analysis. Both the development process and products are quantitatively understood and controlled.
Capability 5: Optimized
Continuous, pro-active process improvement is maintained through quantitative analysis and by piloting innovative ideas and technologies. Continuous improvement becomes institutionalized into the business processes.
